Populating Project Management standards page in Coda

[x] Priority definitions
[ ] What items need to be filled in when creating a new GitHub issue
[ ] Describe goals and process of recurring meetings, both internal to DSE team and with external partners (like weekly sprint calls)
[ ] How we use Milestones
[ ] How we use the views in our GitHub board
[ ] How we handle capacity planning (still being defined)

Currently only contains the issue Size and Priority definitions but may want to add some additional items. I started brainstorming ideas in the issue description above. Check with Jason if he has other ideas.
