Draft CARB Blog Post #356

Goal is to write up a blog post describing the CARB project for publishing.

Placeholder for now - reminder to discuss this in a future sprint planning call. Need to decide where to fit this in.

@ian-r-rose flagging for you since we ran out of time in backlog cleanup, at some point we should decide on if/when this should happen, and who would make sense to drive it.

Per discussion with @ian-r-rose:

We are going to prioritize this for next sprint. Ian and I will collaborate on draft aiming to have something ready to share with Andrew at the end of this sprint.

I will create an outline first, then work with Ian to decide how to fill in the sections.
