Prepare CalHFA BUCP #397

We need a BUCP for the CalHFA project since their data involves PII and PHI.

Goal is to have a draft ready when Mark comes back from his PTO (10/23).

Make updates to the sections where we have enough info on. Plan is to share it with HFA in next Thursday's call (no need to send ahead of time).
