Document issues with 3rd party service dependencies #67

There are several 3rd party services that will cause failures if they go down, including Azure, Akamai, Github, AWS S3, AWS CloudFront. It will be useful to produce a report that documents for each such service a) the expected effect if the service goes down, b) its reliability in the past 2 years c) methods we can do to reduce or eliminate downtime effects d) support websites and contacts e) work-arounds for downtime issues
