Description

We need to document our user recruiting budget and usage so far so we can plan for rapid content testing and any other usability testing. See example from PFML.

Acceptance Criteria

[x] Document agreed budget from Ops in this ticket
[x] Document spent budget from initial testing in this spreadsheet

Per Tina, we had approval for $750 and have paid $496 so far.
