Setup automated browser tests

We should set up automated browser tests.

• Done 5/28: Write a tech spec detailing how we will have these tests run on our local environments and in Azure (#244)

Update 5/28 from @kalvinwang: We're putting this in the backlog for now. The tech spec provides two paths, one assuming IE 11 support (as is likely) and one without. If we do support IE11, these would be the tickets we'll create:

• Set up local selenium webdriver testing with Browserstack and implement one simple test to confirm it’s working, e.g. check text in subheader (3pts)
• Set up Azure integration with CDT (1-2pts)
• Implement the same simple test across whichever set of browsers we decide to test on in Browserstack and confirm it runs after deploys (2pts)
• Implement a few basic tests for the Guide (1pt)

Hm, it does look like if we used Browserstack we'd need the $250/mo plan for "Automate Mobile"... https://www.browserstack.com/accounts/subscriptions?product=automate

Quite a jump from the $30/mo plan!

@abquirarte, you mentioned that there's already a browserstack subscription that the unemployment team might be able to use. Do you know what type of subscription it is?
