The Budgeting section warns "total is more than income" even when the total is equal to the income. #1

The Budgeting section warns "total is more than income" when the total
budgeted is greater than or equal to the income of the page. For example: 
 If I made $200, and I budgeted two categories that are exactly $100 each,
then I still get the "total is more than income" warning. If I make one of
those categories $99.99, the message finally goes away.

Initially this isn't an issue, but if one of the categories at any point
exceeds the income, the "equal issue" comes and stays.

I can't recreate this with my current latest code. I will update this ticket

am able to recreate it.

As far as I can tell, this issue seems to be completely resolved. I've been 
toying with 
it, and no hiccups.
