Added ShadCN/UI library, created basic navbar and page footer, added dark mode support and a branding config page where colors and brand statements can be tweaked.

Fixed SonarCloud config to avoid this complaint in future. The dual platform nature of this project means there's going to be a lot of duplicated config files right now that will only diverge later on.
