Restructure test and permit pip install #45

Solves #18

Tests have now been moved inside the package and can be ran after "pip install torchsparsegradutils"

Version has been bumped up to 0.1.0 and package uploaded to Pypi: https://pypi.org/project/torchsparsegradutils
