pnach datatypes #1223

Pnach files do not support the float datatype for use in patches and cheats. 
This should be a somewhat easy task to accomplish and would be very helpful in 
certain situations.

what cheats use floats? all the ones ive ever seen use hex.

Hex that then gets interpreted as the game likes, I presume.
