Emulator Language cannot be changed while also importing previous settings #1415

The emulator's "Change Language" option causes the setup wizard to re-run on 
next emulator execution, and suggests that to change the language you should 
change the language there, then import your previous settings. However, by 
importing your previous settings, it also imports your previous language, 
making it impossible to actually change the language unless you also discard 
your settings.
