Midnight Club 3 DUB Edition Remix (US version, CRC: 0x4434AFDA) runs in slow-motion.

1) Did the game ever work correctly on the Official PCSX2 build or an earlier 
version of PCSX2 playground?

No it did not. Although I did manage to slightly reduce the slowness.

2) What steps will reproduce the problem?
1. Starting the emulation.
2. Leaving the garage / entering free-roam.
3. Driving at more than 30 m/h.

3) What exactly happens when you experience this issue?

The game begins to run in slow motion, that includes video and audio. The frame 
rate isn't affected, game runs at a constant 40 - 50 FPS all the time, but when 
I hit 30 m/h or so slow-motion kicks in hard.

4) What version of PCSX2 are you using? On what operating system? Plugins?

PCSX2 1.2.1 r5875 (although I've tried older versions as well)
GS: GSdx 5875 (MSVC 18.00 SSE41 0.1.16
PAD: LilyPad svn (r5822) 0.11.0
SPU2: SPU2-X r5830 2.0.0
CDDVD: cddvdGigaherz (r5822) 0.8.0
Windows 7 Ultimate (64bit)

Forgot. I tried various SpeedHack combinations and none seemed to make a 
difference, although setting the "Slow Motion Adjust" to 5 instead of 50 did 
reduce the slowness a bit.
