MGS3 post processing skiping #273

In the file GSState.cpp for MGS3
skip = 1000

i've tried 170 and now i can see the photos in the radio menu
i've tested this will not slow down the game and wil not create other bug
here's the screen

Don't konw this fix with skip=1000 is already hackfix, decreasing it to 170 
just 
make it less rough

Yes I know it's a hack already but adjusting it better is still an improvement

1000 draws is a ton. I'd expect a lot of stuff missing, yeah.
But there must've been a reason for Gabest to put it that high, even if it's not
instantly noticeable.
