Settings not saved (GUI problem). #816

When the settings for any non-plugin based item (VU, EE) are changed, the 
console outputs: 

"
[wx] Failed to copy the file 'C:\Users\Sam\Documents\PCSX2\inis\PCSD8BD.tmp' to 
'C:\Users\Sam\Documents\PCSX2\inis\PCSX2.ini' (error 5: access is denied.)
[wx] can't commit changes to file 'C:\Users\Sam\Documents\PCSX2\inis\PCSX2.ini' 
(error 5: access is denied.)
[wx] Failed to update user configuration file.
"
However the settings are maintained, until you close and reopen pcsx2 which 
then requests you perform the "First Time Wizard" again. (and you can't Import 
the settings.)

This never occured while using pcsx2 rev.3444. Only once I started using r3516. 
I'm running Windows 7 and neither running in admin mode nor deleting 
"pcsx2.ini" seem to work.

Oh, and I compile with VS 2008 Professional (Dreamspark Version).

This happens to me too, with a Windows 7 64bit. The inis directory fills with 
.tmp files.
The pcsx2.ini file will disappear and creating one from a copy will not make 
the error go away or the file disappear again. It will just keep refusing to 
save the settings.
I'm using a stock 0.7.9 from the windows installer.

Exactly the same thing ...
Bug reappeared after build 4155 (works FINE) ... Win7 64 bit ... really ... 
really annoying bug ... ini files are created, but the message appears, saying 
to configure plugins - repeats again and again ...

Well, the issue has changed a lot over time.
We're aware of one bug with normal installs yet that affects
some unicode locales, which is pretty hard to fix.

If you can't get normal installs running, you can always use
the binaries download (or create a "portable.ini" in the PCSX2
program dir), then run PCSX2 with administrator rights.

Well, I no longer experience this issue. I think it maybe related to registry 
key HKCU\SOFTWARE\PCSX2, where the program paths are defined. When installing 
new version of PCSX2 i manually remove this key and then a wizard "pops up" and 
i can choose "Import" to retain my settings. Still getting a bunch of TMP files 
piling up in "inis" config folder though ...

CLARIFICATION:
The "TMP" files are actually copies of "PCSX2_ui.ini", size and all...
They just pile up every time you change Emulation settings.

Nope ... :-( all copies of "PCSX2_ui.ini" ... looking like this: "PCSxxx.tmp"

Had this issue for about a month and only now sucessfully resolved it by adding 
whole PCSX2 and it's config folders to my virus scanner exclusions.

Hope it helps someone.

Resolved by disabling the AV or adding the inis folder to the excluded paths.

However, unlike siavoshs..., my settings are kept when closing and reopening.
