1) Did the game ever work correctly (i.e. not have this problem) on the
Official PCSX2 build or an earlier version of PCSX2 playground?
(If so, please specify the latest pcsx2-playground or Official revision
that last worked.)

Yes.  This game does not work with PCSX2 until the latest 0.9.7-r3113.  But 
because of the extremely poor performance, this game cannot be marked playable.

2) What steps will reproduce the problem?
1. The game finally runs, but is extremely slow when 3D models (though very 
simple) are present.  However, FPS almost always remains 60.

Note: EE timing hack is effective in speeding up the title screen only.

3) What exactly happens when you experience this issue (listing any console
errors or screen output you receive)?

PCSX2 0.9.7-r3113 Windows.  Default plugins.

So does the game work somewhat? Is it extremely slow eventhough the frame rate 
is at 60FPS?

Yes, it does work somewhat, just REALLY slow...like 20 x's slower than it 
should be.  Just to give you an idea, I screen recorded a match between cpu 
players then sped it by 16 x's and it still looked like it was in slow motion.  
The intro/menus work fine but as soon as match intros start it goes into super 
slow mo and you get this error over and over and over again coming across the 
status screen in pscx2:

It stays in super slo mo during an entire match, u can play but a match would 
literally take like 3hrs real time to play for say 8min of "in game" time on 
the in game match clock.

Hope this helps... seems like it wouldn't be tough fix since it "almost" 
works... then again I'm no developer and don't know the first thing about it.

Oh and yes, my framerate is around 60 fps even tho the gameplay is extremely 
slow.

Ok, thanks, I think you will gain a lot of fans with this fix!  I'm kind of new 
around here, so about how long does something like this usually take for a fix 
and then will there be an update in here to download or how do I go about that?

Ehr yea, accepting an issue here means that we're interested in this bug and 
may take a look at it some day.
There's no time frame for a fix, nor is there even a promise to get it done :p

Basically you need to build the HEAD version yourself. I did it by following 
http://code.google.com/p/pcsx2/wiki/CompilationGuideForWindows  It is a long 
tedious process but is worth it :) Good luck on your guys!

@pcsx2team: The game is fully playable, but there are still some menu items 
missing from the screen.
