Create a Matlab Script to communicate and control the Pan Tilt PTU-D300-ISM

Follow this document: PTU-manual-CommandReference.pdf

The NSEE Pan-Tilt has a resolution of 0.05143º per position. The max Tilt position will be +-596 which will gives +-30,65º
