feat(watch_group): initial WatchGroup/AST implementation #23

There is much work left to be done here, as additional tests need to be ported over from the Dart code.

Some code has been moved into new files due to issues with RequireJS and circular dependencies. I've tried to keep it in a sensible order, but improvements and refactoring are probably necessary.

I'd like to get this change in with template literals, but I suppose I'll change them back if need be. I submitted a PR against jshint to try and get those working ASAP, but it will take some time for that to land and be available for use. That issue can be found at jshint/jshint issue 1563
