S1 - 大量交易压测可能导致新区块不再生成 #115

版本：20201023更新。 连续发送5000条交易有可能导致新区块不再生成。这时所有的节点的区块高度都一样，就是不再有新的区块生成。 查看log，log信息显示共识是正常的，如下：

已经在20201027版本中修正。
