S3 - jt_subscribe，重复订阅没有提示信息 #140

jt_subscribe，重复订阅没有提示信息

重复订阅block两次，第二次订阅没有提示重复订阅，仍然显示订阅成功。

Testcase中要求：

0012 重复订阅区块   某client重复发送订阅区块命令 返回该client端已经订阅区块的提示信息，链端始终只推送一份区块信息给该client端
