Remove posting messages to Gitter now that it has moved to Matrix #4134

Gitter moved to Matrix and all access tokens on Gitter have been invalidated, which means that any bots/scripts that use the Gitter API stopped working in February 2023.

The Matrix API and authentication is significantly different, so and a new Cake.Matrix addin will be created, but in the meantime, we can remove posting to Gitter in our builds.
