Added tools directory to environment so that Cake picks it up #38

(Especially useful for when there implementers do not have a cake.config file or naively modify a build script and set TOOLS_DIR expecting it to work.)

I didn't find contribution guidelines for this repo specifically, so please let me know if other changes to this PR are necessary. Thanks!
