Upgrade to Cake 4.0.0 and .NET 8 #231

In the process, investigate why we are unable to audit the latest releases of Cake.7zip and Cake.AsciDoctorJ:

Cake.7zip: AnalyzeNugetMetadata: Could not find type 'System.Runtime.CompilerServices.NullableContextAttribute' in assembly 'C:\projects\cake-addindiscoverer\artifacts\Publish\System.Runtime.dll'.

Cake.AsciiDoctorJ: AnalyzeNugetMetadata: Could not find type 'System.Runtime.CompilerServices.NullableContextAttribute' in assembly 'C:\projects\cake-addindiscoverer\artifacts\Publish\System.Runtime.dll'.
