Update Cake.Chocolatey.Module to target Cake v4.0.0 #26

Version 4.0.0 of Cake has been released in November of '23 and includes breaking changes in the API. It's recommended to reference Cake.Core and/or Cake.Common v4.0.0 for compatibility with the latest Cake runners.
