Update Cake.Issues.Recipe reference to 2.0.0 #983

This is an invalid recommendation because Cake.Issues.Recipe 2.0.0 targets Cake 2.x.x while Cake.Recipe targets Cake 1.x.x

The reason why this version of Cake.Issues.Recipe is eing recommended is because it's the first version that includes cake-version.yml which therefore allows AddinDisco to know which version of Cake is being targeted while all previous versions of Cake.Issues.Recipe target an "undetermined" version of Cake. I need to improve AddinDisco's recommendation logic to better handle this scenario.
