Add CONTRIBUTING file and update README #69

Splits current README into a document for instructions how to join the organization (CONTRIBUTING.md) and general information about goals of the organization in the README.

Idea is to integrate the README later as a separate page on the cakebuild.net website (https://github.com/cake-build/website/issues/1203).
