Menu items appear behind the captured image! #256

What steps will reproduce the problem?
1. Click on the screen capture button on the chrome browser.
2. Select any of the capture options. [image is captured and displayed in new 
tab.
3. Hover above any of the menus (e.g. 'Highlight', 'Redact', 'Text' or 'Line')
4. The menu drop down appears behind the image!

What is the expected output? What do you see instead?
Expected Output: Menu dropdown ought to appear above the captured image so the 
relevant menu item can be selected.
Actual Output: The Menu dropdown appears behind, the image.

What version of the product are you using? On what operating system?
Chrome Version: Version 23.0.1271.64 m
OS Version: Windows 7 Professional (SP1)

The priority of this defect should be at least High.  It seems like it doesn't 
affect many people, but when it does, as is the case for me, it makes the 
extension pretty unusable.  I've attached a few more screenshots.
