use github actions for testing

@cakecatz In order for Github Actions to release new versions with semantic-release you will have to enter your atom.io token into a secret on this repo called ATOM_ACCESS_TOKEN.

Or if you are willing to let me have full access I can use my token.

I tried to set it up, but I couldn't find that setting. Personal repositories don't seem to be able to do this.
