Added check for legal persons in cf (ItValidation) #79

"cf" stands for Codice Fiscale (Italian fiscal code card). For legal persons (e.g. corporations) it comprises 11 numeric-only characters

There is only a cs warning: 43 | ERROR | Missing @return tag in function comment but that seems to be corrected with https://github.com/cakephp/localized/pull/80
