Switch to sphinx-rtd-theme #162

Also get rid of redundant dependabot config for /docs, it doesn't need that to find the requirements.txt there

Note to self / future software archeologists: I'm switching to the rtd theme because it keeps up with Sphinx and myst-parser, whereas book theme lags behind and requires annoying tomfoolery in requirements.txt which Dependabot won't stop picking at
