Have a field that automatically reduces when users add hours to a project. #36

Keep the total allocation per project so user can see it - example: 50 hrs for X. Add a field that starts at 50 hrs and goes down when users add chips (50-4-4-4, etc.) (goal is to get the hours as close to 0 as possible for users).
