K8s staging and production #51

Same as #50, but against the develop branch, which we'll use for staging deploys

chippy-production.caktus-built.com is now set up as well. @tobiasmcnulty, I think I'll just need chippy.cloud pointed to the load balancer and then this should work (when merged to master)
