Try out docker or lxc again #205

My initial attempt is in #111.

Now that the vagrant config has been simplified, it might be worth trying again.

Were you thinking about using docker just to aid local development, or as our deploy mechanism? It seems to me if we do one, we might as well do both; otherwise we end up maintaining two different provision/deploy frameworks.
