Run pipeline on defined schedule

Use celery to schedule the scripts according to how user defined it in the database. In preparation, for next task on monitoring.

• [x] The pipeline scripts run, using Celery, according to the schedule defined in the database
• [x] The pipeline scripts do not run for any schedules that are not published
