Use Pangeo notebook docker image conda lock file for testing environment #290

This PR removes the OSX and Win conda lock files as they are not used anymore.

It also uses the 2022-09-21 pangeo notebook docker image conda lock file for the testing environment. Build time is only increased by 30-45 secs and includes all necessary python packages.
