[Design] Veteran eligibility verification using Login.gov

User Story

As a US veteran living in California, I want to verify my eligibility for benefits with my transit agency using my Login.gov account, so I receive a discounted fare when I use my credit or debit card to pay for rides on public transit.

Assumptions

• Once the Benefits app confirms a person is a US Veteran and they connect their contactless card to receive a reduce fare, the transit benefit never expires.
• We will utilize the Older Adult enrollment pathway as a foundation to implement this eligibility check.
• We will utilize Login.gov to share transit rider identity information with VA.gov. Login.gov contains all data points required by the VA to verify veteran status.
• We will continue to ask the transit rider to choose one benefit that best matches who they are. We will defer the implementation of checkboxes that allow a transit rider to choose multiple options.

Specifications

• The Benefits app will use US Veteran status to determine a transit rider's eligibility for reduced transit fares.
• The Benefits app will verify an individual's Veteran status by using the identity gateway to query a person status maintained by VA.gov via the Veteran Confirmation API.
• Veteran's will only have the option to use Login.gov to share identity information. No other authentication methods will be supported in the initial release of this feature.
• If eligible, the veteran will receive reduced fare on transit and that benefit won't expire.
• The veterans enrollment pathway can be enabled on a transit agency-by-transit agency basis. By default, this pathway is not enabled.
