Refactor: agency card eligibility error

Closes #2013

~Currently based on feat/calfresh-enrollment-success in hopes of avoiding unnecessary merge conflicts with django.po timestamps~

• [x] Spacing is 24px for icon to headline to body to agency info - updated from pb-5 to pb-4 between the icon and headline
• [x] Spacing is 64px above call-to-action button - was already done that way
• [x] CTA reloads eligibility confirmation page with no limit on how many times the user inputs that information
