Currently, test-benefits.calitp.org has the Older Adult flow enabled for SacRT. We should enable the Veteran flow for them too.

[ ] Create a new group in QA Littlepay for SacRT veterans
[ ] Add a new EnrollmentFlow in test Benefits Administrator with templates and configuration for a veteran flow
[ ] Link the flow to the SacRT transit agency

This doesn't need to be done now; I think #2484 is higher priority, but I just wanted to have a ticket for this so we don't forget.
