CS is using resources to support the team with ODS outreach. The goal of this issue is to document the outreach stages and define how we track in those stages.

@kathrynmsullivan looks good! I added a few minor things/comments. We can continue to build the doc as we further develop the campaign process and get more details from Scott. We can also ask Scott to take a look at the outreach script at some point before we finalize.
