Research Request - Fare Integration and TDA Metrics #1020

Research Question

Fare integration (consistent, understandable fares for a trip that do not vary with the specific route or sequence of transit services taken-- even across operators) has clear rider benefits. Transit agencies may be hesitant however, since it creates a new challenge in distributing fare revenues.

How might we solve this? Could TDA/transit performance metrics reform (#899) create an opportunity to incentivize fare integration and replace potential lost revenues?
