Onboard new Caltrans user to JupyterHub #2551

User story

As a data analyst from caltrans, I would like to update my JupyterHub to the latest version so I can import various packages (e.g. spaCy) without requesting assistance.

Notes

Request to add a new caltrans user to the main Hub came from a pilot user at the Division of Maintenance. We need their GitHub username in order to add them to the Cal-ITP GitHub org. They should not have access to BigQuery by default.

Acceptance Criteria

Closing ticket - It's been four months and we have not heard back from My-le about their GitHub account.
