Deprecate obsolete Payments models #2961

As a Cal-ITP data user, I want obsolete Payments data models to be deprecated from the data warehouse so it's clear which data is current and maintained for active use.

Now that the v2 migration is complete, it seems like we should probably formally deprecate everything in the payments BigQuery dataset and remove the dataset from Metabase.

Primary concerns are:

[ ] Any dashboards in Metabase that are referencing the old dataset
[x] ~~Any analyses referencing the old dataset~~ (the only analyses that refer to the old dataset are the ones that I put together forever ago)
[ ] MST's warehouse connection
