Migrate calitp.org domain and associated DNS to Caltrans control #3394

User story / feature request

As a Caltrans System Administrator, I want to have control of the calitp.org domain and it's associated DNS, So that I can deploy and manage various websites.

Acceptance Criteria

Ownership and associated infrastructure is transferred to Caltrans. Likely needs to also move to some kind of Caltrans Google Cloud domain and DNS management tool.

@evansiroky @HaroldBooker would love to (however we're currently blocked on this)! The domain is owned by CCJPA. Compiler has set up and configured Cloudflare with the support of CCJPA -- so that we can manage the domains directly without going through the CCJPA team which needs 48+ to respond to requests.

Last we checked Caltrans does not have a program to manage domains outside of any dot.ca.gov subdomains.

We would be happy to (1) Facilitate access to the Cloudflare account so Caltrans can directly manage the calitp domains (2) Support any short term DNS support directly -- will reach out via the normal channels.
