Creating issue since I don't have write access to repo - feel free to just grant access if you prefer.
Glenn Transit Service and Tulare County Regional Transit Agency are both missing from agencies.yml. I'm hoping to add both so that GRaaS can rely on agencies.yml as a source of truth, at least for the near term until we have a better Cal-ITP source of truth (see slack thread).

tcrta: agency_name: Tulare County Regional Transit Agency feeds:
(highest itp_id appears to be 473 so I chose 474)
