In order to transfer the duties of the ODS Manager, the ODS Board must vote to approve an MOU.

MOU to be approved

[x] Post draft for review by ODS Contributors and ODS Board
[x] Get consensus from MobilityData on text
[x] Record a vote by ODS Board
[ ] Post document to /docs/governance (or similar)
