Reach out to Second Cohort of Agencies #131

The reports team, with @o-ram s help, have reached out to a second cohort of 4 agencies. One agency has responded. This ticket will be closed once we have conducted any interviews with the second cohort of agencies or if no interviews are scheduled. This ticket is created to visibility for this process.

Due to the lack of response, no interviews were scheduled with the second cohort of agencies. A subsequent outreach initiative led to the creation of a survey; it was included in the Caltrans Mobility Newsletter as an ask for agencies to fill out. A survey response from the City of Escalon was received on 8/12.
