bring in calitp-data-analysis and change imports #238

Description

Should unblock https://github.com/cal-itp/reports/issues/234

@owades hit a pandas version issue while trying to work on reports; we need upgraded pandas for M1 Macs.

A potential followup to this is moving to devcontainers or at minimum providing something similar to dbt.sh.
