Guideline Checks and Validation Notices not aligned for MTC Agencies #283

For Bay Area agencies such as SMART, their report shows a failed guideline check for "No errors in MobilityData GTFS Schedule Validator", but the "MobilityData GTFS Schedule Validator notices observed" section shows no errors. While the combined MTC feed had at least one validator error, their agency subfeed did not.

Describe the solution you'd like

Align checks and notices observed by ensuring both use subfeeds for MTC agencies, not the combined MTC feed. Involves modifications to fct_daily_organization_combined_guideline_checks and downstream dbt models.

Describe alternatives you've considered

Additional context Based on a question from SMART's vendor, asked them their preference and didn't hear back. @evansiroky and @o-ram both supportive of aligning on subfeeds when last discussed.
