add agency-specific indexes #70

It would be nice to have links to share that show a list of all available reports for a specific agency. Email reports are currently sent to each agency with a link to their latest report, and then offers a link to the home page for finding their past reports. Ideally the report emails could link to a page showing everything available for that agency

I didn't add agency specific indexes but I did make it easier to browse between months for a given agency with "previous month" and "next month" links on the reports page!
