Create metabash dashboard for basic report validation prior to reports emailed #94

in tandem with https://github.com/cal-itp/reports/issues/93, currently we are generate the reports in the first week of the month and @o-ram manually scans through the reports and flags agencies that are incorrect. One of the most common graphs that have errors are the daily trips, service hours per day in the active feed. It will be a QOL improvement for there to be a basic dashboard in metabase where we can do a cursory scan of service hours per day in the active feed. I imagine this similar to the RT-archiver 's GTFS File Creation Monitoring, works as a smell test to flag the agencies that have incorrect scheduling data before the reports are generated. This will decrease the back and forth between myself, olivia, and some of the analysts so that way we are not rushed during the first week of the month
