I'm working through the Benefits flows now, so wanted to leave this issue (and Calitp.org) in Digital Services and move the other Benefits flows back to the Benefits project so we can account for the reviews while updating copy.

@machikoyasuda ran a Lighthouse test on the homepage that returned a 96/100. We will review the entire site for accessibility during a more comprehensive design and dev effort.
